The Steam Wallet is the stored balance on a Steam account, topped up with money or gift cards and spent on the Steam store, which cannot be moved to another account or withdrawn.

The balance shows in the top right corner of Steam next to your profile name. You add to it from Account Details, with a Steam gift card, or with a Wallet code. The first time you add funds, Steam may ask for your address to set the Wallet’s currency; after that, everything you add is converted into that currency. If a purchase costs more than the balance, you pay the rest with another payment method.

Valve’s support page is clear that Wallet funds cannot be gifted to, moved to or withdrawn into another Steam account. What you can do is ask for a refund of funds added on Steam within 14 days, as long as none of them has been spent. Funds from a Wallet card bought in a shop are not refundable through Steam.

The Wallet is also where many refunds land. When you request a refund you can choose the Wallet or your original payment method; Valve says Wallet refunds appear in 24 to 48 hours, card refunds in up to 7 days. Physical Steam gift cards are being withdrawn from shops. Valve says it will not restock them because scammers use gift cards to target people, and it expects retailers to run out by the end of 2026. Cards already bought can still be redeemed, subject to local laws, and digital gift cards remain on sale.
